A quick look at some stats now that we have 3 quarters of data for applications that were filed during the pandemic.
Looks like applications in Q1-Q3 2020 were down only ~4% year over year
Here’s a look by Tech Center (but note, it looks much worse in recent quarters than it really is because there are still a lot of applications that haven’t been assigned to a tech center)
According to the USPTO’s 2021 Performance and Accountability report, Patent grants where down ~6% in 2021 vs 2020 (374,006 vs 399,055)
Office Actions (nonfinal + final) mailed in 2021 were down 13% from 2020:
